Having any military in the world discussing how to blow up a bridge is to be expected, military are preparing themself for any scenario all the time, go check US Army [color plan](https://en.wikipedia.org/wiki/United_States_color-coded_war_plans) (pre WW2) which has provision like invading England.
However, where this make no sense and seem likely a fake, is how military would be prepare themself to bypass government authorities for sending armement. This make no sense (specially coming from well structured German military) since such weapon would be immediately identified if use with a follow-up investigation, court martial and prison time.
Anyway, I think this will only serve to put more pressure on German government to send the weapon, since obviously Russia has no plan todo anything to Germany if they do.
I wish there was such a plot, but there isn’t.
