People need to read the article. White house clarified if it’s something like the recent cybrattack that is what minor incursion means. However if there is something like russian troops crossing into ukraine then Biden said russia will no longer be able to use the american dollar which implies crazy sanctions incoming.
Also NATO members have disagreements clearly as Biden stated on how to respond. That is not suprising since we know from Ukraine’s defence minister at the last NATO meeting, USA, UK and Canada wanted a more aggressive approach while Germany and France do not want to harm relations.
