I was going on a bike ride at the edge of the woods and came across this. It looks like some sort of bomb shelter but I’m not sure. Is this common in Germany and are they usually government owned or private? Thank you for anyone who can tell me

that’s a ventilation shaft/ access point for some underground structure. given the location it’s most likely a water pump. the “mushroom” is there to let hydrogen or similar flamable gasses escape so there won’t be a flamable/toxic athmospheredown there
It’s probably a well.
Gnome toilets. They have the Schlüssel, we can’t use them.
