Possibly and probably remains of a memorial service. I could imagine ashes have been scattered at sea. I often find white roses as well on the beach
It is an offering to the dark overlord Cthulhu. How did you figure the Dutch became masters of the sea? He also gave us Flevoland, not his best work but still a nice gesture
