I still don’t know why he’s not using his EDA authority?? Up to $500mill and ability to value a wide range of arms at token value e.g. cluster munitions have zero value so they could provide them for just cost of shipping?
Just declare a national security emergency and send it and chide the House Republicans for putting politics above the our the USA’s safety.
When I first learned that this was potentially a thing, the only question was why not sooner? If the US can use US ammo in US wars without draw down concerns, why not in US interests? If republicans make noise, tell them to pay for replacement. Done.

Biden could have declared any current US military stocks of ammo to be surplus and sent to Ukraine anytime without congressional approval .
The ammo given would then be replaced through purchases made out of the regular defense budget next year .
