The real issue is Turkey or Turkiyë or however you want to spell it. They got a significantly larger fleet package and some legal concessions regarding Quaran burning and the status of the Kurds in Sweden too.
I don’t think they would have liked to do those things under normal circumstances. But there’s nothing like Article 5.
