I have a friend that moved to Austria and she will have her booster there, but she had the first 2 doses in her home country (which is in the EU)
My question is there an option to upload her EU certificate with the first 2 doses in the https://gruenerpass.gv.at/en/geimpft/ so she will have all 3 doses in the certificate or are there other steps that she should take?

Yes, doctors, hospitals,…. have access to the “electronic vaccination registry”, they can enter her vaccination information.
After that she can get her certificate for the “green pass” in any of the ways presented in the website you linked.
