Previously the limit for vacant properties was 2 years, now it’s been lowered over 1 year, I’m struggling to see how how this controversial.

It should be zero years grace period to encourage them to sell ?
This is great and can only be a net benefit, but it will make very little difference.
Vacant housing in London is basically non-existent. A study by LSE found almost no evidence of any vacant housing. Our long-term vacancy rates are lower than almost any place on earth.
That is one clickbaity title.
