Hey. I am currently in Finland for three weeks and the balcony in my flat has one window slightly open. I have never seen the thing which keeps the window open and my balcony is the only one with an opened window.
So what is this and how can I use it?
I even cannot open the window completely.

It should have rope that let you open and close that window by pulling it down.
It is what keep the glass in the correct position so it doesn’t suddenly smash up due to air or wind pressure.
There is probably some latch or something there to release and adjust it but I wouldn’t experiment without directions as it’s not your apartment(?).
