The only path for Johnson is to dissemble and obstruct. If he flat out says he is opposed to funding Ukraine he gets punished by the national security hawks in his party. If he in any way allows a vote to occur his political career will be finished and he will be primaried by MAGA fanatics. The ONLY way he can keep a career in the Republican party is to continue to kick the can down the road, never allowing a vote but never concretely saying he won’t allow it.
Expecting anything else is just wishful thinking. There are only a handful of people in this world willing to blow their careers up over principal. Cheney stood on principal and was tarred and feathered for it, expelled from the Republican party. Few other politicians are willing to go down in flames with the ship like that.
