  20. If the EU would agree to guarantee all US aid to Ukraine as a loan then US aid to Ukraine would be unrestricted with no one in Congress having any legitimate reason to oppose it. An EU guaranteed loan would also force the Europe to go all in with support for Ukraine because they would be on the hook in case of failure.

    This was proposed by moderates in the US Senate only to be rejected outright by both the Biden regime and the EU.
