What is this discoloration on the walls?

I want to know what this discoloration is, is it mold or something else? That corner and the walls feel cold to touch and is exposed to the outside environment on the other side of it (meaning, it is not a common wall). I don't see this discoloration in any other part of the house. I live in a single apartment in a student dorm.
