As it looks like you’re outside some sort of venue, I’d bet organisers move cones around so there are 2 lanes heading inward before an event, and then 2 outward lanes after it ends.

I used to work here, it changes depending on the time of day. During the morning it is two lanes entering the site “Lakeside Northarbour”, in the afternoon this switches to two lanes exiting the site.
