Ironically this would probably be easier and more effective to do as a fully joined up UK-wide effort using central funds.
Of course the Tories are ideologically incapable of doing it it and Labour seem to be allergic to spending promises, so I can’t really fault Scotgov for trying to do **something** within the means they have, even if it’s not enough.
Just tax those with the broadest shoulders more. You know the ones, middle income taxpayers.

Interesting that this is coming out when some Scot Gov depts and agencies have started to mandate increased office attendance (and thus increasing the emissions tied to those depts/agencies).
