People didn’t leave because they can’t learn the language. Foreign students who could get enough certificates, navigate the visa process, and stayed here long enough have more than enough will and ability to learn the language. A lot of the people who are audacious enough to leave their entire life behind to go study are also career focused, and so they leave because they can’t find a job to set a foundation for their career and opportunities are more abundant elsewhere. Only the most committed and foolhardy would stay to learn Finnish to become a citizen and a slightly better cleaner/waiter/fast food worker, and then they would probably also leave.
Do something about the employers and their widespread requirements for native level Finnish proficiency.
Don’t think it’s going to work unless they criminalize companies from demanding the knowledge of finnish language on a proficient level.

So help with that! It’s so hard to get into supplementary language courses due to lack of seats, and those that are held are often taught using 50+ year out of date teaching methods (grammar translation method) that actively harms the ability to learn the language.
Slapping down a copy Suomen Mestari 1-3 in front of someone and asking the students to translate locative cases will do nothing to teach them how to use the language.
If you’re having issues with foreigners not learning the language well enough, then improve how the language is taught.
Would be better to give more education to Finns and make tests for foreign students extremely hard, but then give benefits that make them want to stay for those who graduate.
It doesent make any sense and has no benefit for Finland to get foreign students over natives just because foreign students are trendy thing to have. Thats just waste of tax money and lowers chances for Finns to get higher degree education. But foreign students who are really good at their thing and who want to stay are beneficial. So only let the best ones to study here and give them more things to want to stay.
How about improving the salary? Hard to keep people around with worst wages in the nordics, on top of the taxes😅
