I wouldnt include Spain, Italy, France the UK and probably many areas of Belgium as very developed. They have too many dodgy and rundown areas to classify. Not sure about Ireland either, their public transport is not good.
I rather live in Slovenia, Czech, Estonia or certain areas of Poland than there.
