1. You can get the data from the “Landesvermessungsamt” of the individual states. [Here](http://giswiki.org/wiki/Landesvermessungs%C3%A4mter) is a list of them. The top two are federal for all of germany. Although i never saw CAD data, it’s usually some sort of GIS layer.
