They cannot do that, the money is frozen in banks in the individual European nation states and therefore the individual European countries themselves can decide within the framework of their legislation what should happen with the Russian funds

Usually a cancer is ruthlessly removed from a body. Maybe the EU should grow a pair and kick that parasitic member.
