If Ukraine had 4 people with guns imbedded in Moscow. They would have pointed them to a way more valuable target than a concert. If anything they would have told them to attack the FSB headquarters. But more than likely they would have told them to keep eyes on factories, military runways and ammo depots. Not kill +100 civilians.

Yup . . . The Kremlin, putin, FSB et al will try and spin this to their advantage. Rationale for conscription, further attacks on ukr civilians and civilian infrastructure. While russia has committed daily terrorist attacks on ukr for at least the last two years + . . . they’ll play the victim card (via this ‘attack’) resulting in more intense and frequent attacks on ukr. Since this rationale worked for them in Chechnya and Georgia might as well use it again now.
