To me this speech is actually the biggest proof that the attack was probably a genuine terrorist attack. The speech is a regular Putin nothingburger, one he made only because he had to say something as a president. No specifics, no accusations, no mentions of actions that will be taken in the future. This is unlike the speeches given by Putin when he’s planning something major. It reminds me of his reaction to COVID and the Wagner mutiny. Even the Z crowd in Telegram seems to be upset with the address because of how shallow it was.
If the attack was indeed a false flag operation, he would be jumping on the train immediately with a pre-planned speech and specific measures like he did in preparation to the 2022 invasion.

Here is what happened: the Russians either knew that the U.S. intelligence was right, or knew *exactly* what, when, and where. I do not buy the FSB-theater conspiracies. Even though Moscow is fully capable of that, why do the dirty work if someone else will do it for you?

I may be cynical, but I have a hard time to believe he’s really angry or even care about 115 deads while hundreds of thousands perished because of his own decisions. He might even be above the million mark with all his wars in the last 25 years. He’s probably just angry that all his security apparatus couldn’t prevent it. (Being cynical again, they may actually let it happen on purpose…)
While I hate russian state, I certainly don’t wish ill to the population. But still being cynical, I doubt that the real culprits will be punished. That’s not how russian state works.
So there might be a second Three Day Special Operation?
