I suppose it’s helpful that one of the worlds primary producers for the equipment that chip factories need resides in the EU (ASML). But Europe’s environmental restrictions are the main reason why these kinds of industries have fled overseas. As long as those are maintained, make whatever law you want, there’ll be nothing coming back here.

The way to do that would be an impressive R&D grant system, not telling people they must buy from within Europe. You’ll end up with inferior / simpler production lines only, so still dependant on such global events as we’re currently seeing.
If EU is serious about semiconductors, we should do more for Taiwan collectively.
