If France never crippled Haiti's finances by forcing them to pay a huge debt for their independence, the Government would have the money to invest in the country and it's law enforcement. And if the United States never intervened in Haitian politics by backing the removal of Democratic Elected Leaders in Haiti in place for corrupted cronies who only care about themselves, Haiti would have a strong leader who could lead them through crisis.
