Then you need lots of money not from government or couple of oligarchs but from private and free businesses. You can’t create that kind of environment in today’s Russia. Even if they have the right hardware (which is enormously difficult to overcome) then they have zero chances in software development area.
Imagine an environment where it is authoritarian and corrupt as hell. It is not efficient to work for anyone. Any project would be waste of time and can be delivered only in poor quality.
