I am traveling and happened to be at a bus stop in Tromso today. I saw this sign at a display screen where 3 human figurines are displayed, 1 full coloured and 2 empty. Out of curiosity, what does it actually mean?
P. S – please day attention to the centre column and sorry for the pictures. The camera didn't clearly capture the screen.

My best guess is how full the bus is at the moment.
It’s a scale based on how full the bus is
1 of 3 full colored means that the bus has a few passengers
3 of 3, the bus is full of people.
To add to this, the equivalent for the Trains is Green-Yellow-Red. Green being empty, Red being full.
