I’ve got something similar, for a Bluetooth selfie stick/tripod
Reverse image search brought up [this](https://de.hama.com/00004662/hama-selfie-stick-stativ-fancy-stand-170-f-handy-bluetooth-fernausloeser-sw) which looks pretty similar and seems to belong to a selfie stick. So I would just guess its a small bluetooth device that you can pair to a smartphone to trigger pictures?
Edit: The Manual says that a blue blinking LED means that it is not paired to anything, and the LED is completely off when it is paired.
