Basically nationalist urges of member countries. I won’t be surprised with each new Balkan country (as it is being done against Turkey) there will be more of these absurd demands until veto rights are reconsidered or abolished for enlargement.
Unanimous voting mechanism. The same what stands on the way for any reasonable change which is not feeding egos/pockets of a handful of current Leaders

Well, call me naive and idealistic but history is made by historical facts, not politically convenient retelling of the same events by different actors with “proper” edits, Mr. Cepreganov.
France will veto everything.
Actually the same reasons the EU should not have had some other Balkan countries join: The inter-country rivalry and even hatred festered on by unscrupulous ‘politicians’ is not something the EU would (and should have) want *within* their borders.
