30. If house republicans are willing to pass a bill based on “loans”, why not just pass a bill that authorizes unlimited sales of weapons to Ukraine on either a cash or loan basis? That way shipments could be unblocked as soon as Belgian hands all the frozen Russian assets sitting in clearing houses to US arms manufacturers. European nations could arrange a temporary “loan” if needed to get shipments flowing immediately while the mechanics of directing frozen Russian money are worked out.
