First let me start by saying I hate complaining or being a karen which is why I've put up with it for months but I am at my wit's end 😭
For the last 5 months an apartment in my building has been carrying out heavy construction work (I'm talking jackhammers, sledgehammers, heavy industry power tools). This has caused my apartment to shake too.
The work started in November 2023, and has continued nearly every working day, with a short break from the daily noise in end of jan-start of feb, but I received no nabovarsel, nor did my neighbour or my landlord. I asked my landlord if the apartment building had a styre but got not reply, and I looked up the styre written in my leie contract but they seem to be dissolved (?) and no way to contact them. I couldn't know what was going to happen, how long for, or even who is doing the works.
A decibel meter reads that the noise is 65-80 (peaked 84) decibels from inside my apartment which is a lot higher than the noise limits from Miljødirektoratet.
Because I never got a notification, I don't know who is responsible, and vans outside are unmarked. I can't tell which apartment it comes from because the noise is so loud even on the outside. I think it is directly below me.
I work from home and do master's online it has ruined my ability to do anything, I have become quite anxious and I end up crying a lot from the noise not stopping. My other neighbour is retired and she is at home constantly and it is upsetting her too.
I know they can't stop the work because of me or other neighbours, but it is really so loud and it seems never ending now, if the tools were a bit quiter or they tried to limit the level, it would be bareable but even with headphones on at the highest volume I hear the noise and feel the apartment shake.

They've also started listening to the radio in their breaks also so loud I can hear it clearly in my apartment too, for reference with my TV on at 20 volume if I shut the door to my apartment I can't hear it from outside the door. They're using this for the radio I believe, but it's not a "job site" it's my apartment 😭
Is there anything I can do? Are planning documents public, could I find out the projected works or who's responsible that way? I'm so desperate 😭

Why don’t you knock on the door an ask? As long it’s quiet between 7-23 and on Sundays/Holidays they can renovate and make noice. Maybe you should go to a cafė or the library to work/study during daytime?
