Is this normal ? There’s only a few EV spots and they are always taken by ice cars . And I’m not allowed to park anywhere else in the car park

Technically the Tesla is also not allowed to park here since it is not charging (charging port on the rear left)
Edit: so apparently these spots are for EVs but with no chargers and the EVs are not allowed to park elsewhere in the car park.
People should be fined if they park in a charging space without charging their car. It takes away those spots from those who actually need it.
Just a clarification since I was there a few months ago. **These are the only spaces which are allowed for EVs it is stated at the entrance that it is prohibited to park anywhere else with an EV, there is also no charger there**. Unfortunately people park there with normal cars since those spaces are much easier to park in than the others (you will know if you’ve ever parked in Kirchberg Hospital that their parking spaces are very narrow.
What I found hilarious is that is EV parking, without charging points! Genius…
Is that the same hospital where management received the Covid vaccine when it was only meant for front line workers?
