This guy just cut someone off by opening the headlights in the back, blinding everyone behind him, and then by just swaying into the right lane he almost caused a crash.
I'm more than happy to report this to the police, but I'm not sure if there is a case here. What do you guys think?

Report him. Highly illegal and extremely dangerous.
Any report to the police and I mean official report must be investigated. Having head lights in the back and using them to blind people while driving is considered reckless driving at the very least. Go and report this asshole and don’t be afraid to show his plates.
These lights are useful for loading and unloading your truck at night. I don’t think it’s a big deal unless they have them on while driving. Then it’s a big deal. I would assume they left them on by mistake.

Those are common on commercial vehicles for loading and hooking up trailers. Obviously they cannot be used while driving.
