So i moved in Berlin from my home country in July 2023 and i did Anmeldung on there at that time i was living in house (not an apartment) so owner told me " I'm paying radio bill you don't have to pay it" . Later , I received 1st post from ARD to register my self i didn't register cause I don't need to pay.
In October 2023 i moved from there and i did Anmeldung at hostel in Berlin for next 3 months and i didn't know that i should pay for radio bill or not. After 3 months i moved to an apartment for sublet and there owner was paying radio bill but I didn't deregister my Anmeldung from that Hostel.
And now i moved in new house in March 2024
Same, Owner told me I'm paying radio bill for our house so you don't have to pay. And now i received a letter from ARD with few miss understanding.
What i should now and how can i convince them that this kind of things happened??
I have to pay all that bill ?

You need to give them the Beitragsnummern of your old landlords so they can link your account to those numbers.
Also: Why do people always ignore letters because they think “I shouldn’t be paying this” … I mean, the other side clearly is thinking otherwise.

Rule number 1 for living in Germany: never ignore letters. The problems won’t go away, but grow much bigger, nastier and more difficult (and expensive) to deal with.
You need to prove that your landlords (or the person registered to the same address) did in fact, pay the tax while you were living therebetween 07-12.2023 and 01-03.2024
Take the time to go the website indicated on the letter, where you can declare that someone else is paying the fee at your current address to avoid this issue in the future. Hope this helps!
