Question about speeding fine

Hello people,

So my wife was (most likely) flashed today while driving on the Autobahn near Basel. The highway was apparently under construction. She saw the first sign at 80Kmph but missed the second sign showing 60Kmph. She thinks she was driving somewhere between 70 and 80 kmph. This is the first time such a thing has happened to us in 5 years of driving in CH. We obviously recognise our mistake and would like to understand the consequences.

1. Based on the speeding fines list from the Basel Stadt website, I see upto +20Kmph on Autobahn should be an"Ordnungsbusse". Are there exceptions to this – since the highway was under cons?

2. For our understanding, we would also like to understandwhen a speeding offense is recorded in the criminal records(since we plan on applying for a C permit soon). Does Verzigung 90 SVG (part 1) already lead to a record being added? Or is a record only added for Verzigung 90 SVG (part2)?
