  1. Paywalled. There is one very key point here, which I doubt the article included. I found it after a lot of digging online.

    The new coal plants are to replace the older ones. The design specification of the new plants requires that the plants are able to rapidly react to demand and idle. This is not the case with coal plants anywhere else in the world. The idea is that these new coal plants can work better with renewables, unlike the previous designs.
