  1. You can remove the cover and attach a lamp. There is probably a switch somewhere which can power on/off the outlet.

  4. Remember to switch off the RCD before installing a lamp in that thing. There’s still ~70V between line and neutral even with switch off and if it has one or more M lines they can be 230V always or go to another switch.

  5. Where is it placed?

    In the ceiling or higher part of the wall, it is often for light applications.

    If placed near the floor, it could have been used for heating applications previously.
