The core issue is that the right wing isolationists will bring a motion to vacate if Johnson allows a vote on Ukraine. This will finish his political career, and there is nothing the White House or democrats can do to “save” Johnson from this fate. Thus, all these negotiations are little more than window dressing to make it appear Johnson is willing to do something about Ukraine, but he will never ultimately follow through because these negotiations can’t possibly remove that underlying threat to his job.
