It should be a clear topic, but for some reason official instructions are confusing.

Here's a setup. I'm a resident of, say, Kesklinn and want to have a permit to park my car at the public parking place near the building when I'm living (e.g. there is no private parking). Regular parking permit for a month is 150 euro as per parkimine.ee. However, there is as so-called "Elaniku parkimistasu soodustus" (https://www.tallinn.ee/et/teenused/elaniku-parkimistasu-soodustus) which is supposed to… – and here is a question: what is this? Does it give me a permit for a year for 120 euro? Or does it allow me to get a tax return on parking within a year? Or is this just a "discount" of 120 euro for my parking needs within a year – and if so, why do I also have to pay something, according to instructions?

I've asked my Estonian colleague about this, and she was also confused, as she assumed it's exactly "permit for a year for 120", but the wording in Estonian is as confusing as wording in English there.

  1. You pay 120 euros and in return you get to park near your area for 12 months of the year. In other words it will amount to 10€/month.

  2. The wording isn’t confusing, they clearly explain the process on the tallinn.ee page. You put in a request, get a positive response, pay a 120€ fee within 10 days *et voila*. You park your car without worry for a year.

  3. For 120 euros a year you can park at the *public parking spots* in the designated zone that surrounds your home, i.e you don’t have to pay anything more.
    The zones are on the map somewhere in tallinn.ee website.

    I did that for years.
