I completely understand the collective skepticism. You’re certainly entitled to any opinion on the road to get here and the politics involved.
But the decision to break this up into 4 separate bills is not an effort to prevent their passage. It’s a way to ensure that they pass. I also believe Johnson sold Trump on the politics of this approach
All 4 bills – the three foreign aid bills that were originally 1 Senate package, as well as the separate supplemental with new House additions – have enough votes to pass the House as separate items. But they probably don’t have enough votes to pass as a single package, or not without significant risk. You’d have GOP hardliners voting against Ukraine aid, while progressive Dems may vote against the Israel aid, not to mention other Dems opposing the additional measures like the REPO Act or border security that GOP members wanted to see included.
As it stands now, all 4 bills will pass with entirely different breakdowns – and this approach is geared to deliver a variety of political outcomes.
* Ukraine aid gets done, satisfying the majority of the GOP caucus while not tarring him or the GOP as the cause of defeat. Doesn’t give Biden the easy cudgel.
* Israel aid gets done, without giving the progressive Dem wing an opportunity to scuttle it.
* House passes the REPO Act and other measures that Trump likes that basically set the principle of future aid to Ukraine being loans (doesn’t matter, Senate won’t take this separate piece up, but Trump can campaign on loans vs. gifts rather than aid vs. no aid).
* Lets GOP and Trump paint Dems as obstructionist on the border, which is what they want – a campaign argument, not a solution.
* Sucks the wind out of a motion to vacate as Dems will sustain his speakership along with at least 3/4 of GOP members.
We’ll see how he defines his place in history.
