After signing the ban on land based intermediate range missiles (only air and ship based ones were allowed), the Soviets started building lots of tiny missile frigates with low draft that could go all around the extensive Russian river and canal network while carrying 4-8 long range cruise missiles launch ready on board – basically shitting all over the treaty while formally adhering to it. Russia continued building those things. Its these small missile boats that they are pulling back to the Caspian.
Thing is, the Kalibrs they are carrying have enough range to be launched from off Makhachkala and still hit a target in Ukraine, so it’s not quite the relief it seems to be. On the other hand, they haven’t used Kalibrs against Ukraine for quite a long while now, maybe something happened to the production? Oops…
There is also a theory that the launch boxes/VLS turned out less resistant to the missile launch than assumed.
