For the life of me, I’ve never understood why financial advisors push these people towards property instead of Index Funds as their investments despite history showing equities are better.
The management firms running his properties have a lot to answer for.
All landlords are leaches on normal people.
These people are paying his mortgages, or more likely pure profits and he’s left them in those conditions.
Even if he has someone managing his properties, the fact that he cares so little about these places where regular people are living and growing up and creating their lives and futures, that this has been allowed to happen is disgraceful.

Did he purchase the homes around Anfield? I think they come with rats as standard.
