1. The police will arrest you and impound your car if they find diluted windshield fluid in your car. 🙄

2. I don’t think there is any reason you couldn’t mix them. Just remember that if they are for different weather that the result may wary if you mix them. But if its winter one you want to mix this with, go wild.

3. I’m not sure if I understand your question… You can use this in summer just as well. Or you can use tap water. Or you can mix this with tap water. Just remember to replace everything before winter.
