Seems you are correct – from the others found looks like pre-1925 motorcycle one.
So, looking at the wikipedia page for [Belgian license plates](https://en.wikipedia.org/wiki/Vehicle_registration_plates_of_Belgium), it seems that the blue background with white letters was only used from **1919 to 1925.**
