People like this need to be permanently institutionalised for the safety of the public. I honestly don’t much care whether that happens in prisons or mental institutions, but we need to build the capacity one way or the other because at the moment we physically could not adopt such a policy regardless of political will.
Lock him up and throw away the key. He serves no purpose in society, and is a danger to others.
