The NOTAM says “FOR INFO/CEASE JAMMING: 07770 444022 / 07880 503583”, implying that the people on the other end of those phone number have the ability to stop the jamming if required.
According to this [Statutory Instrument](https://www.legislation.gov.uk/uksi/2024/485/pdfs/uksi_20240485_en.pdf), those numbers belong to the Metropolitan Police Service.
