I don’t know, when I look at [CAISO on Electricitymaps](https://app.electricitymaps.com/zone/US-CAL-CISO), I see gas-fired generation get squeezed pretty tight when solar power generation is in force. In terms of economics, rooftop solar makes perfect sense for supplying electricity demand at the moment it’s generated. [The LCOE of rooftop solar is too high for energy arbitrage with energy storage.](https://www.lazard.com/media/2ozoovyg/lazards-lcoeplus-april-2023.pdf) That’s better done with utility-scale solar.

2. Newsom appointed these guys, pressure him with headlines.

3. The analysis done by cpuc neglected to consider rising interest rates. I guess they figured IRA incentives would balance them out, but that was very wrong.
