I am all for the protection if it’s needed in the zone but, the blue tape is soldier marking.

It does look like the vest has something in it, but the plate in it is undersized, there is a 1/4 gap (in terms of vest width) on top and the side. Even then those things are heavy for a kid to ware.
And here I thought I was being opressed when my mom forced me to wear a helmet when riding my bicycle
