    Actually, it sounds like he’s done everything by the book and should be allowed to remain, so it’s a bit shit alright :/

    Either:

    * Officially impose a moratorium on enforcement until the backlog is clear plus some amount of time

    Or

    * Officially announce that as long as Steps X, Y, and Z have occurred (e.g. the following forms have been mailed to the government by Date X, where someone has indicated that they are currently not present legally but that this is because they have been unable to get processed), there is no illegality involved.

    That way people worried about breaking the law can stop worrying about getting in trouble with the law and Portugal has time to clear the backlog.
