While the cope cages on armored vehicles might actually do something, by detonating drones/projectiles far enough away that they can’t penetrate the armor, these are useless. Regular shrapnel will fly right past the rebar and penetrate the tank. Gasoline will probably ignite on its own. Diesel/kero might need a double tap to get it started but thats true even without the rebar cages.

How typically Russian.
Fairly normal scaffolding for doing painting. They’ll lift plastic fabric or cloth around the scaffolding while working to limit wind / rain / etc from causing issues while they are painting.
