A former DUP councillor turned paedophile is not fit to complete his Community Service Order (CSO), a court has been told.
Downpatrick Crown Court also heard it was an agreed application between the prosecution, defence and probation that William Walker’s CSO be revoked and replaced with a two-year probation order.
Enquiring whether 62-year-old Walker had “completed much of the CSO,” Judge Geoffrey Miller KC said: “It seems strange that it’s only a year or so since I sentenced him and I know it was in the report that he was capable. That certainly informed my decision to go for a CSO as opposed to a custodial term.”
Last June Walker, originally from Killyleagh, Co Down, but now with an address on Blackhorse Lane in Bristol, narrowly avoided going to jail after he was caught in a sting operation by a paedophile hunter group.
The creep was handed a combination order of 100 hours community service and three years probation after he entered guilty pleas to attempting to engage in sexual communication with children.
The court heard how Walker had set up a fake social media profile in the name of ‘Peter Patterson’ and posing as a younger man contacted two ‘children’ and asked them to send him pictures in their school uniforms.
What the pervert did not realise was that he had actually contacted members of a paedophile hunter group acting as decoys.
Walker, who was suspended from Newry, Mourne and Down Council in 2022, asked the decoy to be his girlfriend before discussing teaching her how to kiss, talking about having sex with her and taking her virginity
The former politician also told her: “I bet you look stunning in your school uniform.”
Sentencing Walker at the time, the judge said it was clear he was motivated by “perverse sexual desires” and had engaged in deliberate sexual grooming. In court last Friday a defence lawyer said Walker could not complete his CSO “due to health issues”. The paedophile remains the subject of a five-year Sexual Offences Prevention Order and will be on the sex offenders register for the same period.

Jez we need a charter for people in public office to be upstanding. We need to protect the public .We need a pact they sign ,with the biggest penalties if they commit a list of crimes ,peodophilia,fraud and stealing from the public purse etc .
