2135 employés de l’unra étaient selon
les informations israéliennes membres du
Hamas ou du Djihad islamique palestinien
est-ce que ça vous semble crédible ou
est-ce que vous considérez que
l’objectif de ces accusations c’est
plutôt de continuer à essayer de
détruire la légitimité de de l’unra où
est-ce que vous allez enquêter sur ces
cas-là merci

la question est est-ce que vous pouvez
être un militant non vous pouvez pas
être un militant armé vous pouvez comme
partout il y a des des des une politique
qui ne permet pas en fait d’avoir une
double
allégeance celle des Nations unies ou
celle d’un groupe armé et là on a des
politiques qui sont très claires mais à
chaque fois pour ouvrir une enquête
quête on a besoin de plus qu’une
déclaration il nous faut malgré tout

transmis aux Nations Unies

commission de politique étrangère du

du financement à l’uneri 13 voix pour 11
contre le Conseil fédéral va devoir

que parallèlement le Parlement va
déposer une motion pour
financer les ONG actives au
Proche-Orient sans luneroi dans un
second temps donc j’aimerais avir votre
réaction
merci écoutez ma premièrement c’est une
nouvelle pour moi donc merci de la
transmettre c’est plutôt une bonne
nouvelle que la majorité des membres de
la commission des affaires étrangères
du
Parlement recommande en fait la
continuation du soutien à
l’roi nous avons plaidé en fait dans ce
sens et je pense qu’il est important que
la Suisse en effet continue sa tradition
humanitaire dans la région et au moment
où les réfugiés palestiniens et les
Palestiniens ont le plus de besoin que
que la Suisse continue d’être un
partenaire avec la
principale agence des Nations Unies
venant en aide au réfugiés palestiniens
pour la deuxème partie de la question je
suis pas 100 % sûr que j’ai bien compris
est-ce que c’est une motion pour
neutraliser la recommandation c’est une
motion dans le futur là je pense qu’il
j’ai trop peu d’éléments pour c’est ce
que je comprends aussi en fait la la
Commission va déposer une motion pour
qu’à terme l’uneroi ne touche plus
d’argent mais que ce soit d’autres ONG
présentes au ProcheOrient qui gèent
l’humanitaire qui serait donc enfin les
fonds humanitaires apportés par la
Suisse donc c’est un oui dans un premier
temps et un non dans un deuxè alors
écoutez j’espère que le nom dans un
deuxième temps se fasse le jour où la
Suisse et les autres États-membres
auront uvré à la création d’un État
palestinien et lorsque nous aurons un
État palestinien nous pourrons
effectivement nous retirer de la région
d’ici là toute atteinte ou
affaiblissement de la agence va être
perçu par les Palestiniens en général
comme une atteinte à leurs aspirations
d’autodétermination et on l’a vu lors
d’un sondage la semaine dernière que 80
% des Palestiniens dans le Westbank et
en sjordanie et dans la bande de Gaza
pense que l’objectif de d’affaiblir ou
de démanteler unroa ou de remplacer
unroa est lié à l’abondant de des deux

commissaire général euh évidemment que
je suis inquiet de la perception euh de
la Suisse il est important que cette
Suisse euh qui traditionnellement est
une Suisse humanitaire une Suisse neutre
impartiale une Suisse des bons offices
continuent d’être perçus euh comme cela
euh je pense que dans un contexte aussi
polarisé que le conflit
israélo-palestinien et que le conflit
actuel à Gaza il est important que cette
politique soit poursuivie et je pense
que abandonner si si la suile devait
venir abandonner son soutien une agence
common roi en fait elle sera très vite
perçu dans cette partie du monde comme
mettant en œuvre un agenda venant du
nord un agenda partial un agenda où
finalement on applique un droit
humanitaire international à deux
vitesses où ça ne s’applique pas
forcément au Palestiniens là je parle de
ressenti et donc je pense que
effectivement ça peut avoir un impact
durable par la suite par la suite sur le
rôle que la Suisse pourrait jouer sur la
scène internationale et surtout dans les
domaines qui lui ont été cher jusqu’à
maintenant donc je suis soulagé de la
première partie de l’information qui
vient d’être communiqué évidemment
j’espère que elle ne sera pas suivie de
la deè partie de la recommandation que N

Lazarini sur le financement vous êtes
réjoui de des contributions des
donateurs privés 115 millions je crois
de de dollars ça ne compense pas bien
évidemment le manque à gagné si je peux
m’exprimer ainsi des contributions des
quelques pays qui ont toujours suspendu
leur financement la Grande-Bretagne les
États-Unis
surtout par rapport au financement on
sait que l’unra pouvait fonctionner
jusqu’à fin juin c’était les dernières
nouvelles qu’on avait aujourd’hui
comment faire sur la contribution des
États-Unis jusqu’à quand vous pouvez
fonctionner ça c’est la première
question et puis la deuxième question
sur le rapport o iOS quand est-ce que
vous attendez les conclusions de ce
rapport et est-ce que une fois qui sera
publié vous espérez que cela mette un
terme à la polémique sur le bien fondé
ou pas de l’unra et qu’on puisse passer
à autre
chose merci je je je pense que le
rapport Colona est devait être en fait
le rapport qui qui parle en fait du bien
fondé de l’unroit je pense que une des
conclusions a été que l’unroit est
essentiel est indispensable ne peut pas
être remplacé de dans dans son dans son
mandat et qu’en plus l’agence a des
systèmes robuste au-delà de la moyenne
mais en raison de la complexité et de la
politisation de l’environnement dans
lequel on se trouve euh on doit faire
plus et on va et on s’est engagé en fait
à mettre en œuvre les recommandations
OOS ce sont des enquêtes sur des
comportements
individuels du personnel de lounnois euh
je ne sais pas quand elles vont se
conclure parce que ça va prendre du
temps ça va pas dépendre en fait des
informations ou de preuves qui
pourraient être transmises aux
enquêteurs on avait commencé avec 12
personnes aujourd’hui on en est à 19
peut-être que d’autres cas vont être
soumis à l’équipe qui enquête ensuite
ces rapports ne vont pas forcément être
publics parce que une fois qu’il y a une
conclusion ce sont des rapports qui on
pourrait permettre l’ouverture d’action
alors si si si si des fautes graves sont
avéré aussi une partie si si des si une
situation devait être suffisamment
crédible pour ouvrir une enquête plus
criminelle sur la possible participation
patient d’un staff et bien ces rapports
vont rester confidentiels jusqu’à la fin
des enquêtes donc ce que nous allons
faire c’est ce que nous avons fait
maintenant on va régulièrement tenir
informé de la situation en terme de quel
combien de cas sont fermés combien de
cas sont temporairement mis en veilleuse
et son combien de cas continuent à être
actifs donc en plus auit en tant que tel
n’est pas en charge de ces enquêtes
c’est une enquête indépendante donc pour
ce qui est du timeline je ne sais

représentent alors l’année dernière
représenter environ 400 millions de
dollars pour l’agence dont 180 millions
de dollars pour le le le le budget
principal c’est un manque à gagn
extrêmement important les États-Unis sur
cette année fiscale on fait une
contribution de 60 millions de dollars
donc il y a un manque à gagner sur le le
le budget principal de 120 millions à
peu près que l’on va devoir compenser
avec de nouveaux contributeurs il y a eu
au cours de ces dernières semaines
quelques annonces certains pays ont
augmenté ou doublé leurs contribution
ici en Europe mais on a aussi entendu
des pays comme l’Irak qui n’ont jamais
été un contributeur l’Algérie n’avait
jamais contribué à l’organisation nous
avons eu
la semaine dernière l’annonce du K qui
qui va contribuer à 30 millions donc
j’espère que avec ces annonces là on
trouvera moyen de passer d’un mois à
l’autre pour l’instant je peux dire avec
confiance que nous sommes couverts
jusqu’à la fin du mois de juin
maintenant je regarde Mo le mois de
juillet le mois
