I am an individual in Bulgaria and I am looking to buy a used car from Germany. Something like 50.000 km, €30.000 pre-tax, 3 years old car. And I am going to register it in Bulgaria.

Do I need to pay the 19% tax?

The official EU web site says:

When you buy a used car from a car dealer, the VAT may or may not be charged and mentioned separately on the invoice.

Which is not very obvious. So, do I need to pay or not pay? Any ideas?

  1. The dealer price should include the taxes already. Why do you believe it doesn’t?

    19% VAT is only for new items. For used items the tax is calculated differently.

  2. You would only be exempt as a business or institution, or if you buy a new car as an individual.

  3. As far as I know, yes as Bulgaria is a state of the EU. If you would export it to outside the EU it’s different.
